You are correct–Harris wants the illegals here. They plan to make them into a leftist voting bloc if they can get the voting laws changed.
They don’t necessarily have to change the voting laws. That just makes it faster and more certain. With or without the changes in the law, they expect the same results in the long run. That would be a big shift in the voter demographics in their favor accomplished by illegal means and thereby perpetual progressive Democratic rule.
